I would very strongly advise you NOT to use MAK keys for VIAB. You need a contract of some sort with Microsoft that allows you to use KMS for licensing. If you go for pooled desktops, you will need to have 25 physical non cloned Windows 7 or 8 computers and at least 5 of which will need to have a copy of Office 2013 in order for your KMS machine to start issuing valid licences. If you are a SA Microsoft customer, they make a product called Windows Thin Pc available. This is excellent for turning old computers into thin clients, and will count toward the physical desktops you need to prime your KMS box. If you use MAK keys for VIAB, they get used up very quickly.

Computers that are running volume licensed editions of Windows Server, Windows 10, Windows 8.1, Windows Server 2012 R2, Windows 8, Windows Server 2012, Windows 7, Windows Server 2008 R2, Windows Vista, and Windows Server 2008 are, by default, KMS clients with no additional configuration needed.

This is something I learned the hard way.

In an attempt to avoid being forced to ship third-party browsers with Windows, as well as to minimize possible fines or other sanctions from European antitrust regulators, Microsoft will ship Windows 7 without Internet Explorer (IE) in Europe. OEMs will be free to preinstall IE or other browsers on new PCs with Windows 7, and retail customers will be able to get the browser on a separate disc. Microsoft's voluntary move does not constitute an admission of wrongdoing, and regulators may still seek other remedies. The roles that Large Account Resellers (LARs) play for Microsoft are being re-examined, as the company raises its expectations for the services they should perform. In addition, new hosted services that Microsoft will sell directly to customers and through a wide range of other partners raise concerns among this specialized category of high-end resellers that their profit margins will be shaved as customers turn to other channels.

The changes could lead to further consolidation among LARs, and could affect the level of service that customers get from their LARs. Open Value, which offers many of the benefits of an Enterprise Agreement (EA) for smaller companies, is getting a new price level that makes it more competitive with an EA among customers with up to 2,500 PCs. The change will benefit smaller Microsoft partners and license distributors who in many cases have had to turn a growing customer over to a Large Account Reseller (LAR); smaller partners can now offer these customers prices competitive with those from LARs.
